I am doing a powerpoint on Hurricane Katrina, and I need to know what the government did during and over the first year to help? I know they should have done more, but I need to know what they did do, and also what else they could have done.

In the States, what can emergency medical technicians do in ambulance? Can they suture? Do they use surgical knife in ambulance like a doctor?
Tell me about what can they do in the ambulance as much as you can, please.
they can stabilize you. They may hook up an IV, give medication (after consulting with the doctor) brace a broken leg or arm, do CPR and the like.
It is their job to get you to a doctor as fast as possible and try to keep you stable and alive until you get there

You might call your local FSDO office and see if they’re give you a telephone interview. In general though, these guys are true gov’t service employees and spend most of their days talking about their "countdown to retirement". They generally aren’t looking for more work (i.e. talking to people).
A close friend of mine is in the Marine Core. He is on emergency leave because his father was in a terrible accident and is currently on life support. From what I understand about emergency leave the situation fits the requirements. However, my friend recently took leave to come home for a visit and now has a negative leave balance. When this happens how does it effect emergency leave? He’s being told he’s out of time and needs to report back to base but as of now it doesn’t look as though his father is going to make it.
Is there anything he can do?
if he is not expected to earn amy more leave to make up for the shortfall before his current enlistment runs out, he may have no choce but to return to his duty station. he can ask to stay longer due to the need, but he can be denied or have to extend hi military contract until such time as he will earn it all back( 2.5 days per month) and of course he will not be allowed to take any leave again, em,ergency or otherwise, until he has poaid paid everything and accrued a positive balance.
you are NOT suppsoed to go in the red on Leave balance, about the only time it is permitted is after your training is done and prior to reporting to yoru first duty station, as most of th etimne you ahve not yet earned much leave but they allwo you to take up to 30 days before reporting.

As with everything else - it depends on the personal values of each person.
Just as in a disaster some poor people band together to selflessly help others while others go on looting sprees.
You need to stop applying labels and start looking at them as people.
1. Volunteers who got not even a month of training, and are not nationally/state certified. (CERT aka Community Emergency Response Team, etc)
OR
2. Emergency medical employees with WMD, hazmat training, and years of experience (EMT-Intermediates, EMT-Paramedics, etc). They are also licensed and know how to give proper injections.

If you notice - according to the chart: ‘Emergency Services’ (Emergency Medical, Fire and police services) are all ‘Tier 1′ and are among the first groups to be vaccinated.
The people performing community support and emergency management duties (which includes your CERT people) are Tier 2 and only get vaccinated after all the Tier 1 people get the shots.
