It means he likes you, on some level - WHICH level, now that is the question.
He could just think you are hot, and like your body.
He might actually like you, and wish he could date you.
Especially at that age, guys can be really predatory. Some guys are only in it to get as far as they can, with as many girls as they can, and they don’t care if they hurt a girl’s feelings. If you like him too, then talk to him, and see if he wants to go out. But if all he does is pressure you to make out or go further - then he’s only in it for the sex. A good guy wants to be with you for YOU, not just for your body.
