Who are responsible for the disaster of Hurricane Katrina? Is Madison on the list of culprits?

Can anybody briefly explain this to me? and I don’t understand the second part question that why Madison is involved

My prof gives out questions without discussing. :(
Only thing I can think of is that Ronald Madison was killed when New Orleans cops fired on a bunch of people trying to cross a bridge.

George Bush. just kidding- i think it was the city’s fault for not proving the correct answer to this devastation. it was the state govt job to deal with it not federal-it became federal after the state failed.

Mother Nature. New Orleans is below sea level. Mother Nature does not like that. Where land is below sea level, Mother Nature wants water to be there. In 2005 Mother Nature decided to put Nawlins back where it belonged.

Who is responsible for a natural disaster? Hmmm…

I mean yes New Orleans was grossly unprepared but to blame it on anyone in particular is just insane.
      Now if the question was
"Who was responsible for the exceeding disasters of Katrina"
then that would make more sense.

God, he/she/it created everything. Hurricanes, people stupid enough to build on flood plains and rebuild on land that is sinking, in earth quake zones, in tornado zones etc etc etc.

      Other than Mother Nature?
Maybe your prof is an ego-centric elitist unwilling to discuss other sides to his/her opinion.
I had a few of those profs in my college days.
